GOVERNMENT HOUSE,
HONGKONG. 5th. September, 1918.
Sir,

34006
With reference to my Despatch No. 133 of the
13th. of May last, I have the honour to enquire whether in the
event of the Petition of Mr. J. R. Wood to the Masters of the Bench of Lincoln's Inn not being granted there is objection on your part to my appointing him to act temporarily as Attorney-General, for which post I consider him well qualified.
2.
In default of Mr. Wood I would like to be able
to appoint Mr. H. A. Nisbet to act as Attorney-General. For the, Bar Er. Nisbet has unfortunately kept only 2 terms, but I understand that he could at any time get placed on the Solicitors Roll in England. He has not claimed this privilege because it would debar him from joining the Bar which he still
espires to. Mr. Nisbet is well qualified to not as Attorney-
-General.
3.
I make these enquiries because Mr. J: H. Kemp
has asked for short leave and I am most anxious to accede to
his request without onlling in a Barrister in private practice
to take his place, a practice to which I am extremely averse
especially at this juncture. Mr. Kemp has had no leave what-
-ever since he retumed off long leave in August, 1911. His
work since the beginning of the war has been most severe and
he is in need of a change and rest. Er. Kamp shares my
confidence
